Annotation matrix scope: per-source dimensions reflect Pauhu's structural cited-cannot-lie discipline. A source is "annotated" when its rows carry DOM tags + structural integrity + IATE term IDs + EuroVoc topic IDs + SCION attestation. "Cross-referenced" requires reverse-lookup paths into related rows. "Current" enforces per-product currency TTL (1 day for actively-enforced regulations; 7-30 days for slower-changing substrate).
